Should recording of what services the client is accessing reflect their position at the end of the quarter? The client’s situation may change during the course of the quarter in numerous ways but this may not always be reflected in the data?

Yes, record the position at the end of the quarter. We expect that services accessed will change continuously. The quarterly return should be a snapshot of the position as at the end of the quarter.

In some cases there is support being allocated to individuals but they are not engaging – Therefore they have the opportunity to access the support which is there but have not been attending appointments – Does this also count as ‘accessing support’?

No – an individual is only deemed to have accessed support if they have engaged in the service offered. We are seeking to evaluate the impact of various types of support on outcomes for service-users so in this context it is not relevant if they declined the opportunity.
